A score of IELTS 6.0 or 6.5 shows that a person is competent, meaning that they can cope in a classroom situation even if there are some mistakes or misunderstandings with language.

To answer the question of whether or not your English is good enough for eligibility, let’s look at the British Council’s official descriptions of the different bands. The pronunciation category measures how well students make the vowels and consonants in English words. Coherence and Cohesion are measures of the structure of the student’s writing: how well-organized the essay and paragraphs are, whether or not transitions are present, useful and clear, the relevance of the ideas and supporting details, and so on. A test-taker’s ability to use a good range of vocabulary words is measured.

Here, test-takers should use varied sentence structure as needed, and also use correct, appropriate, and clear grammar forms. The rubrics give you an idea of how the scores are calculated. The score conversion is difficult based on official info from the makers.
